The whole article is bizarre:

If it had been dated April 1 I would have laughed.

Sadly, I'm also familiar with the idiocy parents are capable of, and also sadly, with Harrisburg, PA, which seems filled with more than its share of idiots (it being the capital of Pennsylvania and thus filled with politicians as well as cranky parents).
